According to the report of Nanfang Workers' Daily (All-media Reporter: Wang Yan, Correspondents: Wu Zhanhao, Ye Li), recently, the General Trade Union of Guangdong Province issued the "Measures for the Management and Use of Staff Recuperation and Rehabilitation Funds of Trade Unions in Guangdong Province (Trial)" (hereinafter referred to as the "Measures for Use") and the "Implementation Rules for the Identification and Management of Staff Recuperation and Rehabilitation Bases in Guangdong Province (Trial)" (hereinafter referred to as the "Implementation Rules"). These measures further standardize the identification and management of staff recuperation and rehabilitation bases in Guangdong Province, as well as the use and management of special funds for staff recuperation and rehabilitation activities, safeguard the rights and interests of staff in recuperation and rehabilitation, improve the quality of staff's lives, and promote the high-quality development of the staff recuperation and rehabilitation cause.
Staff recuperation and rehabilitation activities are an important means for trade union organizations to assist in the implementation of the "Hundred, Thousand, and Ten Thousand Project" and boost the revitalization and development of the rural tourism industry. In recent years, the General Trade Union of Guangdong Province has focused on ensuring and promoting the physical and mental health of the vast number of staff. It has carried out in-depth staff rural recuperation and rehabilitation activities throughout the province and issued the "Notice on Carrying out In-depth Staff Rural Recuperation and Rehabilitation Activities to Assist in the Implementation of the 'High-quality Development Project for Hundreds of Counties, Thousands of Towns, and Ten Thousands of Villages'". It is clearly stated that for the rural recuperation and rehabilitation activities of front-line staff members organized by trade union organizations at all levels, the trade union funds can be used to subsidize no more than 600 yuan per person per day, and no more than five days a year (including the round-trip days).
The "Measures for Use" and the "Implementation Rules" formulated this time stipulate the procedures for the use and management, implementation and supervision of the recuperation and rehabilitation funds, the identification and standardized management of staff recuperation and rehabilitation bases, as well as the supervision and inspection.
According to the "Measures for Use", the expenses of recuperation and rehabilitation activities include transportation fees, accommodation and catering fees, diagnosis and treatment fees, entrance tickets and interpretation fees for outdoor visits, accidental injury insurance for recuperation and rehabilitation, and miscellaneous public expenses incurred during the recuperation and rehabilitation period. Among them, the number of paid scenic spots should be controlled within 3. The time for outdoor visits should not exceed one-third of the total duration in principle, and the expenses for visits and studies should not exceed 20% of the total expenses (excluding transportation fees). In principle, the recuperation and rehabilitation expenses of enterprise staff should be borne by the administrative welfare expenses of the enterprises. The spring and autumn outings organized by trade unions that are round trips on the same day do not fall within the scope of staff recuperation and rehabilitation. In addition, the recuperation and rehabilitation funds subsidized by trade unions at or above the county level to lower-level units cannot be used for the recuperation and rehabilitation activities of trade union members of their own organs and general administrative expenditures.
The "Implementation Rules" clarify that the staff recuperation and rehabilitation bases in Guangdong Province refer to the recuperation and rehabilitation places selected and identified for the vast number of staff by trade union organizations during the implementation of staff recuperation and rehabilitation activities, which are a supplement and expansion of the functions of workers' recuperation and rehabilitation centers and Guangdong model workers' recuperation and rehabilitation bases. In principle, trade unions below the provincial level will no longer separately identify and name technical workers' recuperation and rehabilitation bases, staff rural recuperation and rehabilitation bases, designated recuperation and rehabilitation units, etc. The identification work of staff recuperation and rehabilitation bases in Guangdong Province adheres to the principles of being based on the functional positioning, highlighting the recuperation and rehabilitation functions, making use of social resources, serving the staff, giving priority to quality, having strict admission conditions, implementing the main responsibilities, and managing in accordance with laws and regulations. The identified staff recuperation and rehabilitation bases need to have an independent corporate or institutional legal person qualification, a certain scale of accommodation, catering, and activity reception capabilities. There should be places convenient for organizing staff to visit and study around them, such as the first batch of typical counties, towns, and villages of the "High-quality Development Project for Hundreds of Counties, Thousands of Towns, and Ten Thousands of Villages", rural revitalization construction sites, revolutionary traditional education bases, or advanced enterprises. And they should be able to provide services such as health examinations, rehabilitation physiotherapy, traditional Chinese medicine lectures, and psychological counseling for staff.
According to statistics, in 2023, a total of 1,286 batches of recuperation and rehabilitation activities were carried out in the whole province, with 216,440 staff members and their families participating, and 400 million yuan was spent on rural consumption to assist in the "Hundred, Thousand, and Ten Thousand Project". From January to March this year, trade unions at all levels in the province newly invested 34.66 million yuan, and organized 184 batches of a total of 27,000 staff members to participate in staff rural recuperation and rehabilitation activities.
